Education Development Center, Newton, MA: Conceptualized, secured funding for, and provided technical assistance to improve state and local community and school health and mental health initiatives, through Centers for Disease Control (CDC) and Substance Abuse and Mental Health Services Administration (SAMHSA) grants

Schuyler Center for Analysis and Advocacy (Formerly, State Communities Aid Association), Albany, NY: Conceptualized and organized statewide campaigns to:

  • Reorganize funding for mental health services, resulting in landmark legislation to reinvest state funds in community-based care for adults (“Reinvestment”) and children (systems of care and school-based services)
  • Change regulations to increase school-based mental health services
  • Increase budget appropriations for Educationally Related Support Services (ERSS) to provide prevention alternatives to special education placement
  • Create a new state agency, the Office of Children and Family Services, to integrate children’s services

Equity Reform Project (New York State): Engaged the public regarding finance issues relevant to high-risk children, including a change in budget language to provide more funding for urban districts and a legal challenge to the education finance system
